Devon P. O’Connell, attorney, member and partner at Pence and MacMillan, has been awarded the highest rating (AV) by Martindale-Hubbell. She was a broadcast journalist in her life before the law, working for Wyoming Public Radio and KTWO Television. Her practice focuses on providing the best services for mediation, civil litigation, civil practice, family law, divorce, and personal injury. She is a certified mediator, receiving her certification from CDR Associates in Boulder, Colorado in 2010, with training on complex cases at the Harvard Law School Program on Negotiation. Devon was recently the 100th president of the Wyoming State Bar and was also president of the Wyoming Trial Lawyers Association. Devon also offers her skills and experience through mediation for litigation, divorce, and more, helping to resolve differences, big and small.

Hon. Melissa Owens
Judge Owens was appointed to serve as a District Court Judge in the Ninth Judicial District by Governor Mark Gordon on January 19, 2022. Judge Owens received her J.D. from the University of Wyoming in 1998. She began her career as a public defender in Dallas, Texas. She transitioned to private practice in 2004 as a partner at Mulligan & Owens. Eventually, she worked as a Deputy Prosecuting Attorney at the Teton County Attorney’s Office. Judge Owens also spent several years in private practice handling various types of litigation with an emphasis on family law. During that time, she served as the Town of Jackson Municipal Judge for seven years until her appointment to serve as a District Judge.
